Caritas prepares response to deadly earthquake

Death toll expected to rise in Pakistan and Afghanistan.

Lahore:  Church groups in Pakistan are preparing to offer aid to areas stricken by a massive 7.5-magnitude earthquake, with fatalities in both Pakistan and Afghanistan, where the quake was centered, expected to rise.

In Pakistan, at least 230 people were killed and more than 1,500 were injured after the earthquake struck on Oct. 26. The disaster, which was centered in northern Afghanistan, killed more than 300 people in both countries as of Oct. 27.

Archbishop Joseph Coutts of Karachi expressed his concern for the affected families and said that the church's social action arm would step in with support.

"I have encouraged the Caritas team to play a significant role in helping the victims," he said.

Two emergency teams from Caritas Pakistan have left to begin initial assessments in quake-hit areas, including Peshawar and Islamabad.

"We are reviewing what we can do to aid the affected with respect to resources and capacity," said Amjad Gulzar, Caritas Pakistan's executive director. "Our findings will help in making the response. A base camp may be established in earthquake-affected areas to coordinate and update information on a daily basis."

The country's worst-hit province, Khyber Pakhtunkhwa, which borders Afghanistan, saw 185 deaths, according to Pakistan's National Disaster Management Authority.

Arbab Waqas, an official with the provincial arm of the disaster agency, told ucanews.com that the death toll will likely rise, as some areas had been hit by landslides and were still inaccessible to rescue teams.

"We have reports of deaths in some inaccessible areas of Shangla and Swat districts, but there is no official confirmation yet," he said. "We have set up emergency control rooms in every district to carry out relief efforts."


Cracks

The initial earthquake was followed by at least eight aftershocks, forcing thousands of terrified people to sleep outdoors in chilly weather conditions.

It caused damage to both Catholic churches in Peshawar, which is the capital of Khyber Pakhtunkhwa.

"The main dome of our church has developed cracks," Father Younas Riaz, parish priest at St. Michael's Catholic Church, told ucanews.com.

Father Arshad Naeer, parish priest at Immaculate Conception Church in Kohat, south of Peshawar, said he was in his parish house when the first tremor hit.

"The whole room was jolting. I slowly walked out as my head started spinning," he said. The water tank on top of the building kept spilling water for more than three minutes, he added.

People in parts of northern India also reported feeling tremors. In New Delhi, the Indian capital, Caritas India was in the middle of a week dedicated to disaster preparedness and awareness.

The quake forced people in its New Delhi headquarters to take cover, according to a message on the group's Facebook page.

Bishops worldwide plead for climate change action

'We are heading for disaster,' cautions Cardinal Gracias of Mumbai.

International:  Catholic bishops from around the world came together in signing an appeal for government leaders to reach a "fair, legally binding and truly transformational climate agreement" at a summit in Paris.

Indian Cardinal Oswald Gracias of Mumbai, president of the Federation of Asian Bishops' Conferences, signed the appeal Oct. 26 at the beginning of a joint news conference at the Vatican.

The appeal, Cardinal Gracias said, was a response to Pope Francis' letter on the environment and an expression of "the anxiety of all the people, all the churches all over the world" regarding how, "unless we are careful and prudent, we are heading for disaster."

The appeal is addressed to negotiators preparing for the U.N. Climate Change Conference in Paris Nov. 30-Dec. 11. The bishops called for "courageous and imaginative political leadership" and for legal frameworks that "clearly establish boundaries and ensure the protection of the ecosystem."

The bishops also asked governments to recognize the "ethical and moral dimensions of climate change," to recognize that the climate and the atmosphere are common goods belonging to all, to set a strong limit on global temperature increase and to promote new models of development and lifestyles that are "climate compatible."

The appeal calls for decisions that place people above profits, that involve the poor in making decisions, that protect people's access to water and to land, are particularly mindful of vulnerable communities and are specific in commitments to finance mitigation efforts.

Colombian Cardinal Ruben Salazar Gomez of Bogota, president of the Latin American bishops' council, spoke of the "suffering" Amazon basin and the key role it plays in the survival of South America and the world. The Latin American bishops, he said, want an end to pollution, to the destruction of the forests and the disappearance of biodiversity, but they also want justice for their people, the majority of whom do not benefit from the exploitation of resources taken from their countries.

Archbishop John Ribat of Port Moresby, Papua New Guinea, president of the Federation of the Catholic Bishops' Conference of Oceania, told reporters, "We come from islands, and our life is very much at risk."

"We belong to those most vulnerable groups impacted by rising sea levels," he said. Many communities — particularly on Tuvalu, Kiribati and the Carteret Islands — already are experiencing the disappearance of land used for subsistence farming or seeing their agricultural land rendered unusable by the infiltration of salt water.

"We're pastors and we're not scientists," the archbishop said. The specific temperature target for reversing the impact of climate change is something for scientists to decide, but the need to act is a moral issue, and the bishops are competent to speak to that, he said.

Kudankulam n-reactor to restart generation in December

The NPCIL is building two 1,000 MW atomic power plants with Russian equipment at an outlay of over Rs.17,000 crore.

Chennai:  India's atomic power company Nuclear Power Corporation of India Ltd (NPCIL) is likely to restart its first 1,000 MW unit at Kudankulam Nuclear Power Project (KNPP) only in December this year, said a source.

The source, not wanting to be named, told IANS: "The first unit is expected to restart generation only in December. The second unit may take longer time to start power generation."

The NPCIL is building two 1,000 MW atomic power plants with Russian equipment at an outlay of over Rs.17,000 crore.

The first unit was connected to the southern grid in December 2014. The unit was operating at 60 percent capacity for some time before it was shut down for annual maintenance.

At the time of its shut down in June, NPCIL said the unit will restart after 60 days post annual maintenance and refuelling.

According to Power System Operation Corporation Ltd (PSOC), the KNPP first unit is expected to restart power generation on October 30. But this deadline is expected to be breached again.

Atomic Energy Commission chairman Sekhar Basu recently told IANS that as per current indications, the first KNPP unit is expected to restart later this year and the second unit would go on stream sometime next year.

He also said the restart of the first unit may happen this December.

Basu said lot of checks have to be carried out as the first KNPP unit was shut down for the first time since it started generating power.

Despite the unit being first of its kind in the country and that it has been shut down regularly, the Atomic Energy Regulatory Board (AERB) this year issued a five year operating licence for the plant.

Normally AERB issues operating licence for a year if the plant is first of its kind in the country and based on the test reports the licence would be renewed, an NPCIL official told IANS earlier.

Despite several attempts by IANS, KNPP's site director R.S. Sundar was not available for clarifications.

Beef continues to cause unrest in Kashmir

Separatists accuse state government of inciting Hindu hard-liners to attack Muslims.

Srinagar:  Protests against a beef-related killing continue in India's Muslim-majority Jammu and Kashmir state, where an 18-year-old man died after he was set on fire by a mob over rumors that he was transporting cows for slaughter.

Zahid Rasool was set ablaze by a mob after he jumped out of his truck after it was attacked with a petrol bomb in Udhampur Oct. 9.

His subsequent death on Oct. 18 has led to widespread violence, protests and closures in the state, forcing the administration to impose curfews in some areas.

Hindus, who make up most of India's population, consider cows sacred, while Muslims slaughter cows for food.

The Indian government, led by the pro-Hindu Bharatiya Janata Party (BJP), is presently pushing for a nationwide ban on cow slaughter. Most Indian states, including Jammu and Kashmir — India's only Muslim-majority state and where the BJP is part of the ruling coalition — have tightened laws banning the sale and consumption of beef.

Three people in the past month have died after being attacked by right-wing Hindus for allegedly slaughtering cows or eating beef.

Jammu and Kashmir, wracked by years of separatist violence, has been in the news lately because BJP lawmakers in the state assembly beat a Muslim politician after he served beef at a private party.

Separatists are accusing the state government of encouraging Hindu hard-liners to attack Muslims.

"The coalition government has brought destruction and misery to people," separatist leader Syed Ali Geelani told ucanews.com.

Jammu and Kashmir's chief religious cleric and a separatist leader, Mirwaiz Umar Farooq, is also blaming the government. "The government is allowing such incidents to take place. There is no safety for the common man in Kashmir," he said.

Rasool's father, Ghulam Rasool Bhat, has refused a government offer of 500,000 rupees (US$7,600) as compensation for his son's murder.

"His death has crippled me from within. There is darkness from all sides," Bhat told ucanews.com. "The government has given a free hand to Hindu fanatics to go scot-free," he said.

Police have arrested nine of the attackers after they were identified from CCTV footage.

However, Balbir Ram Rattan, the spokesman for the Bharatiya Janata Party in the state, told ucanews.com that "leaders in Kashmir who through their own vested interests" were responsible for the tragedy.

Synod to revitalise Indian Church: Cardinal Cleemis

India:  Cardinal Baselios Cleemis Catholicos, the president of the Catholic Bishops' Conference of India (CBCI),has said the recently concluded Synod on Family in Vatican will revitalise the Church in India.

Cardinal Cleemis, who took part in the synod, said on Oct. 26 that serious efforts would be made to strengthen the families under the Indian Church according to the publication of the 'Apostolic Exhortation' (official document) in view of the recommendations submitted to Pope Francis by the Bishops. He made this comment in his press briefing to the media just after the completion of the Synod in Vatican.

The Synod of Bishops on Family and Marriage in Rome concluded with a call from Pope Francis addressing members of the Church and of the wider society to work together to achieve this goal. The Pope invited those engaged in pastoral ministry to handle matters related to family with mercy and compassion, it said.

The Synod also discussed the pressures the families face due to abandonment of core values which knit the family life together in the society, it said.

On October 24, the Synod participants submitted a 49 page document with 94 propositions to Pope Francis after they had been voted by the official delegates. After evaluating each proposal, Pope Francis will publish an official document, which is known as the Post Apostolic Exhortation.

"One noteworthy element in the Synod was its openness to approach families with mercy and compassion since families are already struggling with various temptations," it said.

There were 270 Bishops, 55 laymen and experts under the leadership of Pope gathered for three weeks in discussing the role of families in the Church and society, it said. As many as 12 representatives from the sister churches also participated in the Synod. Indian Church was represented by three Cardinals, eight Bishops besides three lay people.

The representatives from India talked about the style of family life existing in the country and the spiritual basis which sustains and nourishes the families, it said.

Cardinal Cleemis Catholicos, who is also president of Kerala Catholic Bishops' Council, handed over an envelope to Pope Francis containing a special collection the Kerala Catholic Church took for the persecuted Christians of the Middle East, the release added.

Pope shows Udaipur bishop as Gypsies’ vocation example

Vatican city:  Pope Francis on Monday noted there was a strong growth in vocations to the priesthood and ‎religious ‎life from among the gypsy people, holding out an Indian bishop from among them as case in ‎point.

‎‎“Today we have with us Bishop Devprasad Ganawa, a son of this people,” Pope Francis said, ‎pointing ‎to the first bishop from among the gypsies.

Bishop Ganawa, who belongs to India’s Bhil tribe, was appointed in 2009 by Pope Benedict XVI to head the diocese of Jhabua in the northern Indian state of Madhya ‎Pradesh, and then in 2012 to Udaipur in the state of Rajasthan.

Pope Francis’ remark‎ came in his meeting with some 7000 gypsies from around the world who on Oct 26 ended a 4-day ‎pilgrimage to Rome, to commemorate 50 years of the historic visit of Blessed Pope Paul ‎VI to a ‎gypsy ‎camp in Pomezia, near Rome. ‎

‎“Dear consecrated people, your brothers and sisters look up to you with trust and hope for your ‎role ‎and all you are able to do for reconciliation within society and the Church,” the Pope told the ‎religious ‎and priests from among the nomadic people. He urged them to accompany their ‎people not only in ‎their spiritual journey but also in their daily life with all their struggles, joys and ‎preoccupations. ‎

Noting that the nomadic people are subject to discrimination, Pope Francis said, ‎“No one must feel isolated and no one is entitled to trample on the dignity and the rights of ‎others.” adding, “Time has come to uproot secular prejudice, preconceived ideas and ‎the ‎reciprocal diffidence that are often at the base of discrimination, racism and xenophobia,” ‎the Pope stressed.

The Pope's meeting with Gypsies wore a carnival look with music and dance. At the end, the Pope crowned a statue of the Virgin Mary with Jesus.

குடிபெயர்வோர், சனநாயகத்தின் தரத்திற்கு உயிருள்ள சான்றுகளாய் மாறியுள்ளார்கள் என்றும், குடிபெயர்வோருக்கு ஆதரவான கொள்கைகள், சனநாயகத்தை அடிப்படையாகக் கொண்ட விழுமியங்கள் குறித்து சிந்திப்பதற்கு சிறப்பாக அழைப்பு விடுக்கின்றன என்றும், பேராயர் தொமாசி அவர்கள் கூறினார்.

குடிபெயர்வோர், குடிபெயரும் நகரங்களின் பொருளாதார மற்றும் சமூக முன்னேற்றத்திற்கு வழங்கிவரும் நன்மைகளைச் சுட்டிக்காட்டியுள்ள பேராயர் தொமாசி அவர்கள், குடிபெயர்வோரை ஏற்கும் நாடுகள், அவர்களால் பெறுகின்ற நன்மைகளை, அவர்களுக்குத் திருப்பிக் கொடுக்க வேண்டியதையும் நினைவுபடுத்தினார்.

2014ம் ஆண்டில் உலக மக்களில் 54 விழுக்காட்டுக்கு மேற்பட்டோர் நகரங்களில் வாழ்ந்தனர், இம்மக்களின் எண்ணிக்கை 2050ம் ஆண்டில் இருமடங்காகி, 640 கோடியை எட்டும் என கணக்கிடப்பட்டுள்ளது என்றும் கூறினார் பேராயர் தொமாசி.

அக்.28,2015. இந்தியாவில், மதிப்பீட்டுக் கல்விக்கு முக்கியத்துவம் வழங்கும் புதிய கல்விக் கொள்கைகள் அமைக்கப்படுமாறு, மத்திய மனிதவள மேம்பாட்டு அமைச்சகத்திற்கு பரிந்துரைத்துள்ளது, இந்திய கத்தோலிக்க ஆயர் பேரவை.

இந்தியாவில் தற்போதைய கல்வி அமைப்பில், அறநெறிக் கூறுகள் குறைபடுகின்றன என்றுரைக்கும் கத்தோலிக்கத் திருஅவை, கல்வித் துறையில் அமைக்கப்படும் புதியக் கொள்கைகள், நாட்டின் பன்மைத்தன்மை மற்றும் சமயச்சார்பற்ற பண்பை மாணவர்கள் மத்தியில் ஊக்குவிக்க வேண்டும் என்று கூறியுள்ளது.

இந்திய மத்திய அரசு, அடுத்த இரு மாதங்களில் புதிய கல்விக் கொள்கைகளை அறிவிக்கும் என எதிர்பார்க்கப்படுவதை முன்னிட்டு, இந்திய கத்தோலிக்க ஆயர் பேரவை இவ்வாறு பரிந்துரைத்துள்ளது.

நாட்டில் சகிப்பற்றதன்மை அதிகரித்து வருவதால், நாட்டின் புதிய கல்வி அமைப்பு, மதிப்பீட்டுக் கல்வியில் கவனம் செலுத்துவதாயும், அரசியல் அமைப்பு விழுமியங்கள் காக்கப்படுவதற்கு உறுதி வழங்குவதாயும் இருக்கவேண்டும் என்று கேட்டுள்ளார் இந்திய ஆயர் பேரவையின் கல்வி மற்றும் கலாச்சார பணிக்குழு செயலர் அருள்பணி Joseph Manipadam.

இந்திய கத்தோலிக்கத் திருஅவை, இந்தியாவில் கல்வி நிறுவனங்களை நடத்துவதில் இரண்டாவது இடத்தை வகிக்கின்றது.

7. வேளாங்கண்ணியை மேம்படுத்தும் திட்டத்துக்கு மத்திய அரசு ஒப்புதல்

அக்.28,2015. தமிழகத்தின் வேளாங்கண்ணி உட்பட, இந்தியா முழுதும், எட்டு பாரம்பரிய சுற்றுலாத் தலங்களை மேம்படுத்தும் செயல் திட்டத்துக்கு, மத்திய அரசு இச்செவ்வாயன்று ஒப்புதல் அளித்துள்ளது.

இந்தியாவில் பாரம்பரிய முக்கியத்துவம் வாய்ந்த சுற்றுலாத் தலங்களை மேம்படுத்துவதற்காக, 'ஹிருதய்' (HRIDAY) எனப்படும், பாரம்பரிய நகர மேம்பாடு மற்றும் வளர்ச்சி திட்டத்தை நிறைவேற்ற, மத்திய நகர்ப்புற மேம்பாட்டு அமைச்சகம் திட்டமிட்டுள்ளது.

இத்திட்டத்தின் கீழ், முதற்கட்டமாக, பாரம்பரிய முக்கியத்துவம் வாய்ந்த, எட்டு சுற்றுலா தலங்களை மேம்படுத்த முடிவு செய்யப்பட்டுள்ளது. இத்திட்டத்துக்கு 431 கோடி ரூபாய் ஒதுக்கப்பட்டுள்ளதாக அறிவிக்கப்பட்டுள்ளது.

தமிழகத்தில் வேளாங்கண்ணி; உத்தர பிரதேசத்தில் வாரணாசி, மதுரா; இராஜஸ்தானில் ஆஜ்மீர்; குஜராத்தில் துவாரகா; கர்நாடகாவில் பதாமி; தெலுங்கானாவில் வாரங்கல்; ஆந்திராவில் அமராவதி ஆகிய நகரங்கள் மேம்படுத்தப்பட உள்ளன.

இந்நகரங்களில், 'ஹிருதய்' திட்டத்தை செயல்படுத்துவது தொடர்பான ஆலோசனை கூட்டம், மத்திய நகர்ப்புற மேம்பாட்டுத் துறை செயலர் மதுசூதன பிரசாத் தலைமையில், டில்லியில் இச்செவ்வாயன்று நடந்தது. இதில், சம்பந்தபட்ட மாநிலங்களின் அதிகாரிகளும் பங்கேற்றனர். அப்போது, திட்டத்தை எவ்வாறு செயல்படுத்துவது என்பது குறித்த அறிக்கையையும், மாநில அரசு அதிகாரிகள், மத்திய அரசு அதிகாரிகளிடம் அளித்தனர்.

இத்திட்டத்தின்கீழ், இயற்கை வளங்கள் பாதுகாத்து பராமரிக்கப்படும், போக்குவரத்து வசதி மேம்படுத்தப்படும், திடக்கழிவு மேலாண்மை மூலம் சுகாதார வசதி ஏற்படுத்தப்படும்,  மொழிபெயர்ப்பு மையங்கள் அமைக்கப்படும், பாரம்பரிய சின்னங்கள், அதன் பழமை மாறாமல் சீரமைக்கப்படும், பசுமையான சூழலை ஏற்படுத்துவதற்கான திட்டங்கள் செயல்படுத்தப்படும்.

'ஹிருதய்' திட்டத்தின் கீழ், வேளாங்கண்ணிக்கு மட்டும், 42.26 கோடி ரூபாய் ஒதுக்கப்பட்டுள்ளது. இதில், எட்டு கோடி ரூபாய் செலவில், கலாச்சார பூங்கா அமைக்கப்படும். ஆறு கோடி ரூபாய் செலவில் புதிய பேருந்து நிலையம், வேறு இடத்துக்கு மாற்றப்படும்.

8. சிங்கப்பூரில் பகிர்ந்து வாழும் கிராமம்

இப்புதிய கிராமம், வருகிற நவம்பர் 21ம் தேதி முழுமையாகச் செயல்படும் என்று அறிவிக்கப்பட்டுள்ளது. ஊதியம் குறைவாக உள்ள குடும்பங்கள், நெருக்கடியில்  வாழும் இளையோர், மன மற்றும் உடலளவில் பாதிக்கப்பட்டவர்கள், எய்ட்ஸ் நோயாளிகள், முன்னாள் கைதிகள், வெளிநாட்டுப் பணியாளர்கள் போன்றோருக்கு இக்கிராமம் உதவி செய்யும்.
