Christianity always involves an interplay between the whole of creation and particular symbols—revelatory, canonical symbols, centring on the story of Jesus. We are Christians, not in order to be fixated on the story of Jesus, but to be inspired and empowered by it—inspired and empowered to live out our own distinctive intimacy with the one whom Jesus called Abba.
Which brings us to the idea of the heart.  Each of us has a heart. That sentence, while stating more than an obvious physical truth, is nevertheless not a claim that each of us is warm and affectionate.  Rahner is well aware that our hearts can be empty of love. Each of us has a heart, rather, in a more speculative sense. Human beings are not just material objects or animals: we are self-conscious, spiritual creatures. Yet we find our identity, our sense of who we are, only gradually.  And this happens through interaction with others, and in no other way. Here, then, there is a parallel with what has been said on revelation. Just as revelation involves an interplay between particular symbols and an indefinite range of created reality, so our personal identity involves an interplay between our silent centre and the indefinite range of our encounters with the other.
‘Heart’ names what holds the diversity of our lives together as ours, the silent centre from which all our interactions flow.
Now, if Jesus is the revealer, and if revelation is heart-shaped, it follows that to talk of Jesus’s ‘heart’ is to name his special, revelatory significance. Jesus’s divinity, Jesus’s divine sonship, Jesus’s mighty deeds and powerful teaching—these are not there simply as objects of admiration or devotion, but rather as resources for our transformation, for us to appropriate ever more deeply our identity as God’s children. Moreover, if Jesus’s heart is pierced, this reminds us that his own identity is bound up with the mystery of sin and cruelty…..
Christianity is a commitment to growth and transformation, thought our dealings with God’s world.  In Rahner’s strict, non-romantic sense, it engages the heart. The heart of Jesus—‘symbol of love’s triumph’—is the guarantee that the process, for all its risk and pain, will end in blessedness.

1. திருத்தந்தை பிரான்சிஸ் :  இறைவனோடு உரையாடல் நடத்துவதற்கு நாம் சிறு குழந்தைகளாக மாற வேண்டும்

ஜூன்,27,2014. நம்மை தம் கரங்களில் தாங்கியிருக்கும் கனிவான தந்தை போன்றவர் இறைவன், அவரோடு உரையாடல் நடத்துவதற்கு நாம் சிறு குழந்தைகள் போல் மாற வேண்டும் என, இவ்வெள்ளி காலை திருப்பலியில் கூறினார் திருத்தந்தை பிரான்சிஸ்.   
இயேசுவின் திரு இதய விழாவான இவ்வெள்ளி காலை, வத்திக்கான் சாந்தா மார்த்தா இல்லச் சிற்றாலயத்தில் ஆற்றிய திருப்பலி மறையுரையில், இறைவனுக்கும் அவர்தம் மக்களுக்கும் இடையேயுள்ள அன்பின் தன்மை குறித்த சிந்தனைகளைப் பகிர்ந்து கொண்டார் திருத்தந்தை பிரான்சிஸ்.
இயேசுவின் திரு இதய விழா, இயேசு கிறிஸ்துவில் இறைவனின் அன்பைக் கொண்டாடும் விழா என்றுரைத்த திருத்தந்தை, இந்த அன்பின் இரு கூறுகள் குறித்து விளக்கினார்.
முதலில் இந்த அன்பு பெறுவதைவிட அதிகம் கொடுக்கும் என்றும், இரண்டாவது, இந்த அன்பு, வார்த்தைகளைவிட அதிகம் செயல்களில் வெளிப்படும் என்றும் விளக்கிய திருத்தந்தை, இந்த அன்பு தொடர்புகொள்கிறது, இது எப்போதும் தம்மை வெளிப்படுத்துகிறது என்பதால் இவ்வன்பு, பெறுவதைவிட அதிகம் அளிக்கும் என்று சொல்லுகிறோம் என்று கூறினார்.
இறைவன் எப்போதும் நமக்கு முன்னால் இருக்கிறார், தம் இதயத்தில் நம்மைப் பெறுவதற்கு நமக்காகக் காத்திருக்கிறார் என்ற புரிதலானது அவர் நம்மீது வைத்திருக்கும் அன்பின் பேருண்மையை நாம் புரிந்து கொள்ள உதவியாக இருக்கும் என்றும் கூறினார் திருத்தந்தை பிரான்சிஸ்.
இறைவன் தமது  மறைபொருளான அன்பு உலகத்தில் நாம் நுழைவதற்கு வரங்களைத் தருகிறார் என்று கூறிய திருத்தந்தை, இறைவனோடு உரையாடல் நடத்துவதற்கு நாம் சிறு குழந்தைகள் போல் மாற வேண்டும் எனவும் தனது மறையுரையில் கேட்டுக்கொண்டார்.

2. ராய்ப்பூர் பேராயர் தாகூர் திருத்தந்தையிடமிருந்து பால்யம் பெறுகின்றார்

ஜூன்,27,2014. இந்தியாவின் ராய்ப்பூர் பேராயர் விக்டர் ஹென்ரி தாகூர் உட்பட உலகின் பல நாடுகளைச் சார்ந்த 24 பேராயர்கள், பால்யம் என்ற கழுத்துப் பட்டையை வருகிற ஞாயிறன்று திருத்தந்தை பிரான்சிஸ் அவர்களிடமிருந்து பெறவுள்ளார்கள்.
புனிதர்கள் பேதுரு பவுல் விழாவாகிய ஜூன் 29ம் தேதியன்று உள்ளூர் நேரம் காலை 9.30 மணிக்கு வத்திக்கான் தூய பேதுரு பசிலிக்கா பேராலயத்தில் திருத்தந்தை பிரான்சிஸ் அவர்கள் பெருவிழாத் திருப்பலி நிகழ்த்தி உலகின் 24 பேராயர்களுக்கு, கழுத்துப் பட்டைகளை அணிவிப்பார்.
இந்தியாவின் ராய்ப்பூர் பேராயர் தாகூர், பாகிஸ்தானின் லாகூர் பேராயர் செபாஸ்டியான் பிரான்சிஸ் ஷா, இன்னும், பிலிப்பைன்சிலிருந்து இருவர், வியட்நாமிலிருந்து ஒருவர், இந்தோனேசியாவிலிருந்து ஒருவர் என, இந்த 24 பேரில் ஆறு பேர் ஆசிய நாடுகளைச் சார்ந்தவர்கள்.
இந்த 24 பேரும் 2013ம் ஆண்டு ஜூலை மாதத்திலிருந்து 2014ம் ஆண்டு மே மாதம் வரை புதிய பேராயர்களாக நியமனம் செய்யப்பட்டவர்கள். இந்த 24 பேராயர்கள் தவிர, இக்காலக் கட்டத்தில் பேராயர்களாக நியமனம் செய்யப்பட்ட மியான்மார் நாட்டின் Mandalay பேராயர் உட்பட மூவர் வருகிற ஞாயிறு நிகழ்வில் கலந்து கொள்ளமாட்டார்கள் என அறிவிக்கப்பட்டுள்ளது. இவர்கள் அவரவர் உயர் மறைமாவட்டங்களில் பால்யங்களைப் பெறுவார்கள்.
நல்ல ஆயராம் கிறிஸ்துவின் அடையாளமாக இருக்கும் செம்மறி ஆட்டுக் குட்டியின் உரோமத்திலிருந்து பால்யம் தயாரிக்கப்படுகின்றது. முக்கிய விழாக்களின்போது திருப்பலி உடைக்கு மேலே பேராயர்கள் அணியும் பால்யம் என்ற கழுத்துப் பட்டை, திருப்பீடத்தால் பேராயர்களுக்கு அளிக்கப்பட்டுள்ள அதிகாரத்தைக் குறிப்பதாய் உள்ளது.

மேலும், உரோம் அகுஸ்தீனோ ஜெமெல்லி கத்தோலிக்க மருத்துவமனை தொடங்கப்பட்டதன் ஐம்பதாம் ஆண்டை முன்னிட்டு இவ்வெள்ளி(ஜூன்27) மாலை அம்மருத்துவமனை சென்று நோயாளிகளைச் சந்தித்து திருப்பலி நிகழ்த்துகிறார் திருத்தந்தை பிரான்சிஸ்.
இயேசுவின் திரு இதய பல்கலைக்கழக மருத்துவமனை என்ற பெயரில் இயங்கும் இந்த  அகுஸ்தீனோ ஜெமெல்லி மருத்துவமனைக்கு இயேசுவின் திரு இதய விழாவான  இவ்வெள்ளியன்று செல்கின்ற திருத்தந்தை பிரான்சிஸ் அவர்கள் அம்மருத்துவமனை ஆலயத்துக்கு, புனித திருத்தந்தையர்கள் 23ம் ஜான், 2ம் ஜான் பால் ஆகிய இருவரின் புனிதப் பொருள்களை கொடையாக வழங்குகிறார்.
1981ம் ஆண்டு மே 13ம் தேதி வத்திக்கான் தூய பேதுரு வளாகத்தில் துப்பாக்கிக் குண்டால் சுடப்பட்டது முதல் சில தடவைகள் ஜெமெல்லி மருத்துவமனையில் சிகிச்சை பெற்றுள்ளார் புனித திருத்தந்தை 2ம் ஜான் பால்.

4. நைஜீரியாவில் வன்முறைகளை நிறுத்தி உரையாடலைத் தொடங்குமாறு வலியுறுத்தல், கர்தினால் Onaiyekan

ஜூன்,27,2014. தாக்குதல்களைத் தொடர்ந்து எதிர்கொண்டுவரும் நைஜீரியாவில் வன்முறையை நிறுத்தி உரையாடலின் பாதையைத் தேர்ந்தெடுக்குமாறு கேட்டுக்கொண்டுள்ளார் அந்நாட்டு கர்தினால் John Olorunfemi Onaiyekan.
நைஜீரியத் தலைநகர் அபுஜாவில் மக்கள் கூட்டம் அதிகமாக இருக்கும் பெரிய கடை ஒன்றில் இப்புதனன்று (ஜூன்25) இடம்பெற்ற குண்டுவெடிப்புத் தாக்குதலில் குறைந்தது 22 பேர் இறந்தனர் மற்றும் பலர் காயமடைந்தனர். இத்தாக்குதலை நடத்தியதாக நம்பப்படும் போக்கோ ஹாரம் தீவிரவாத அமைப்பு, அபுஜாவில் கடந்த பத்து வாரங்களில் இருமுறை வன்முறை தாக்குதல்களை நடத்தியுள்ளது.
இத்தாக்குதல் குறித்து பீதெஸ் செய்தி நிறுவனத்திடம் கருத்து தெரிவித்த அபுஜா பேராயர் கர்தினால் Onaiyekan அவர்கள், இத்தாக்குதல்களை நடத்தும் குற்றவாளிகள் தொடர்ந்து இவற்றைச் செய்யாதவாறு தடுக்க வேண்டியது நம் கடமை என்று கூறினார்.
குற்றவாளிகள் சுதந்திரமாக நடமாட முடியாதவாறு சாலைகளில் சோதனைச் சாவடிகளை அமைத்து இவர்களைக் கண்காணிக்க வேண்டுமென்று கூறிய அபுஜா கர்தினால், பல ஆண்டுகள் வன்முறைகள் இன்றி அமைதியாக இருந்த நைஜீரியாவில் தற்போதைய வன்முறைகள் நிறுத்தப்படுவதற்கு உரையாடலின் பாதை தேர்ந்தெடுக்கப்பட வேண்டியது அவசியம் என்றும் கூறினார் கர்தினால் Onaiyekan.

5. புனித சவேரியாரின் திருப்பண்டங்களை ஐம்பது இலட்சத்துக்கு மேற்பட்ட பக்தர்கள் பார்வையிடுவார்கள்

ஜூன்,27,2014. 2014ம் ஆண்டு நவம்பர் 22ம் தேதி முதல் 2015ம் ஆண்டு சனவரி 4ம் தேதி வரை கோவாவில் புனித பிரான்சிஸ் சவேரியாரின் திருப்பண்டங்கள் பொதுமக்கள் பார்வைக்கு வைக்கப்படும் என அறிவிக்கப்பட்டுள்ளது.
உலகெங்கிலுமிருந்து ஐம்பது இலட்சத்துக்கு மேற்பட்ட பக்தர்கள் அத்திருப்பண்டங்களைப் பார்வையிடுவார்கள் என எதிர்பார்க்கப்படுவதாக, இந்நிகழ்வின் தலைமை நிர்வாகி அருள்பணி ஆல்பிரட் வாஸ் தெரிவித்தார்.
1506ம் ஆண்டு ஏப்ரல் 7ம் தேதி இஸ்பெயினில் பிறந்த புனித பிரான்சிஸ் சவேரியார், இந்தியாவின் கோவாவுக்கு 1542ம் ஆண்டு மே 6ம் தேதி வந்தார். பத்து ஆண்டுகளுக்கு மேலாக ஆசியாவில் மறைப்பணியாற்றிய இப்புனிதர் சீனாவின் சான்சியன் தீவில் 1552ம் ஆண்டு டிசம்பர் 3ம் தேதி இறந்தார்.
இப்புனிதரின் உடல் போர்த்துக்கீசிய காலனியாகிய மலாக்காவில் முதலில் வைக்கப்பட்டு, இரண்டு ஆண்டுகள் கழித்து கோவாவின் குழந்தை இயேசு பசிலிக்காவில் வைக்கப்பட்டது.

6. 2014ம் ஆண்டு இறுதிக்குள் உலகின் பல நாடுகளை எல் நினோ தாக்கும் அபாயம், ஐ.நா.எச்சரிக்கை

ஜூன்,27,2014. இவ்வாண்டு இறுதிக்குள் எல் நினோ தட்பவெப்பநிலை ஏற்படும் மற்றும் அது, உலக அளவில் பருவ காலங்களில் மாற்றங்களை உண்டாக்கும் என, WMO என்ற ஐ.நா. வானிலை ஆய்வு மையம் இவ்வியாழனன்று எச்சரித்தது.
எல் நினோ எனப்படும் வெப்ப நீரோட்டத்தால், உலகின் வெப்பநிலை பாதிக்கப்பட்டு, சில நாடுகளில் வறட்சியும், சில நாடுகளில் அதிக மழைப் பொழிவும், அதன் காரணமாக வெள்ளப் பெருக்கும் ஏற்படும் என அம்மையத்தின் பொதுச் செயலர் Michel Jarraud கூறினார்.
எல் நினோ என்பது, தட்பவெப்ப மாற்றத்தால், கடலின் மேற்பரப்பில் ஏற்படும் வெப்ப நீரோட்டமாகும். இந்த ஆண்டு இறுதிக்குள் உலகின் பல நாடுகளை எல் நினோ தாக்கும் அபாயம் உள்ளதாக, ஜெனிவாவை தலைமையிடமாகக் கொண்டு செயல்படும் ஐ.நா. வானிலை ஆய்வு மையம் கூறியுள்ளது.
ஜூன் முதல் ஆகஸ்ட் மாதத்திற்குள் எல் நினோவின் பாதிப்பு 60 விழுக்காடு என்ற அளவில் இருக்கும் என்றும், அக்டோபர் முதல் டிசம்பர் வரை 75 முதல் 80 விழுக்காடு பாதிப்பு ஏற்படும் என்றும் கூறப்பட்டுள்ளது.
எல் நினோவின் பாதிப்பால், அமெரிக்கா, ஆஸ்திரேலியா உள்ளிட்ட நாடுகள் கடுமையாக பாதிக்கப்படலாம் என்றும், இந்தியாவில் வழக்கமான பருவமழையின் அளவு குறையலாம் என்றும் அந்த ஆய்வு மையத்தின் அறிக்கை கூறுகிறது .

7. 2013ம் ஆண்டின் முதலீடுகள் 1.4 டிரில்லியன் டாலர்

ஜூன்,27,2014. உலக அளவில் வெளிநாடுகளில் நேரடியாகச் செய்யப்பட்டுள்ள முதலீடுகள் அதிகரித்திருப்பதாகவும், இது அடுத்த மூன்று ஆண்டுகளுக்கு அதிகரிக்கும் என எதிர்ப்பார்க்கப்படுவதாகவும் ஐ.நா. அறிக்கை ஒன்று கூறுகிறது.
UNCTAD என்ற ஐ.நா. வணிகம் மற்றும் வளர்ச்சி நிறுவனம் நடத்திய கருத்தரங்கில், உலக முதலீடுகள் அறிக்கை 2014 என்ற தலைப்பில் சமர்ப்பிக்கப்பட்ட அறிக்கையில், 2013ம் ஆண்டில் வெளிநாடுகளில் நேரடியாகச் செய்யப்பட்டுள்ள முதலீடுகள் 9 விழுக்காடு அதிகரித்து அது 14 ஆயிரத்து 500 கோடி டாலராக உயர்ந்தது எனக் கூறப்பட்டுள்ளது.
இந்த முதலீடுகள் 2014ம் ஆண்டில் 16 ஆயிரம் கோடி  டாலராகவும், 2015ம் ஆண்டில் 17 ஆயிரம் கோடி  டாலராகவும், 2016ம் ஆண்டில் 18 ஆயிரம் கோடி டாலராகவும் உயரும் என UNCTAD நிறுவனம் குறிப்பிட்டது.
இந்தியா, சீனா, சிலே, கொலம்பியா உட்பட இருபது வளரும் நாடுகளில் முதலீடுகள் அதிகமாகப் போடப்பட்டுள்ளன  என UNCTAD நிறுவன அறிக்கை தெரிவிக்கின்றது.

8. மனிதநேயத்துடன் மருத்துவம் பார்க்கும் மயிலாடுதுறை டாக்டர் வி.ராமமூர்த்தி

ஜூன்,27,2014. இந்தியாவின் மயிலாடுதுறையைச் சேர்ந்த டாக்டர் வி. ராமமூர்த்தி அவர்கள், சிகிச்சை பெற கட்டண வசூல் இன்றி மருத்துவம் பார்த்துவரும் மனிதநேய மருத்துவர் எனப் பாராட்டியுள்ளது தி இந்து நாளிதழ்.
நாகை மாவட்டம், மயிலாடுதுறை பட்டமங்கலத் தெருவில் வாழ்ந்து வரும் டாக்டர் வி. ராமமூர்த்தி அவர்கள், 1959-ம் ஆண்டு முதல் மருத்துவம் பார்த்துவருகிறார் என்றும், சிகிச்சை பெற கட்டணமாக இவ்வளவு தர வேண்டுமென இவர் கேட்பதில்லை என்றும், இவர் எழுதும் மருந்துகளும் ரூ.20 அல்லது ரூ.30-க்குள்தான் இருக்கும் என்றும் அந்த நாளிதழ் கூறியுள்ளது.
டாக்டர் வி.ராமமூர்த்தி அவர்கள், சிகிச்சை பெற வருகின்ற நோயாளிகளிடம்  பணத்தை கைநீட்டியும் வாங்குவதில்லை எனவும், தங்களால் எவ்வளவு முடியுமோ (ரூ.5 அல்லது ரூ.10 தான்) அவரது மேஜைமீது வைத்துச் செல்லலாம் எனவும், காசு இல்லை என்றாலும், போயிட்டு வா என தோளைத் தட்டி அனுப்பி விடுவார் எனவும் கூறப்பட்டுள்ளது.
79 வயதை எட்டியுள்ள டாக்டர் ராமமூர்த்தி அவர்கள், பள்ளி, கல்லூரி மாணவர்கள் வந்தால் நீ எந்த ஊரு, என்ன படிக்கிற, எங்க தங்கியிருக்கிற என வாஞ்சையோடு விசாரித்துவிட்டு, ஊருக்குச் செல்ல செலவுக்குப் பணம் வைத்திருக்கியா, இந்தா இதை வைச்சுக்கோ என ரூ.10 அல்லது ரூ.20 கொடுத்து அனுப்புவார் எனவும் அவ்விதழில் கூறப்பட்டுள்ளது.
சென்னை மருத்துவக் கல்லூரியில் மருத்துவம் படித்தபோது அங்கு பேராசிரியர்களாக இருந்தவர்கள் மருத்துவத் துறையில் மிகப்பெரிய ஜாம்பவான்கள். இவர்கள் யாரும் தனியாக கிளினிக் வைத்து பணம் சம்பாதித்தவர்கள் அல்லர். இவர்கள் எங்களுக்கு சொல்லிக் கொடுத்ததெல்லாம் மருத்துவத்தை மனிதாபிமான அடிப்படையில் செய்யுங்கள், பணத்துக்காகச் செய்யக் கூடாது என்பதுதான். இதுவே தன்னை இவ்வாறு செய்யத் தூண்டியதாகவும் இவர் தி இந்து நிருபர் ஒருவரிடம் கூறியுள்ளார்.

Saint Irenaeus was born in the year 120; he was of the Greek tongue, and probably a native of Asia Minor. His parents, who were Christians, placed him while still young under the care of the great Saint Polycarp, Bishop of Smyrna. It was in this holy school that he learned the sacred science which later made him a great ornament of the Church and the terror of her enemies. Saint Polycarp cultivated his rising genius and formed his mind to piety by his precepts and example, and the zealous young scholar was careful to reap all advantages offered him by the solicitude of such a master. Such was his veneration for his tutor's sanctity that he observed all the acts and virtues he saw in that holy man, the better to copy his example and learn his spirit. He listened to his instructions with an insatiable ardor, and so deeply did he engrave them in his heart that the impressions remained vivid even in his old age. In order to confound the heresies of his age, this Doctor of the Church acquainted himself with the conceits of the pagan philosophers, and thereby became qualified to trace every error to its sources and set it in its full light. By his writings he was already known to Tertullian, Theodoret and Saint Epiphanus, who speak of him as a luminous torch of truth in the darkness of those times.
After Irenaeus had spent a number of years in combat against the eastern gnostics and philosophers of error, Saint Polycarp determined to send him to Gaul, where many of the heretics of Asia Minor had already migrated to pursue the Catholic religion, which was beginning to find roots there. With a company of about forty Christians, the valiant soldier of Christ ascended the Rhone to Lyons to rejoin and aid Saint Pothinus, its bishop. Saint Pothinus was already advanced in age, and his church's neophytes could not always distinguish truth from the gnostic aberrations. Saint Pothinus received the apostles with joy and soon ordained Saint Irenaeus.
A hundred times he exposed himself to martyrdom by his zeal, acting as the right arm of the aging bishop, but God was reserving that crown for him twenty-five years later. When Saint Pothinus had glorified God by his splendid martyr's death in the year 177, Ireneus was chosen to be the second bishop of Lyons. The persecutors imagined that Christianity had been stifled in Lyons, and they ceased their pursuits for a time.
This great Doctor of the Church wrote many important works, of which the most famous is his Adversus Haereses, Against the Heresies, in explanation of the Faith. By his preaching, Saint Irenaeus in a short time converted almost the whole country to the Faith; the Christians of Lyons became models by their candor, their estrangement from all ambition, their poverty, chastity and temperance, and in this way confounded many adversaries of their religion. Saint Irenaeus continued to imitate what he had seen done by his beloved master, Saint Polycarp, himself the disciple and imitator of Saint John the Apostle. One can readily imagine the excellence of the administration and the breadth of charity reigning in the Church of Lyons.
Finally he suffered martyrdom there, with many others, in the year 202, under the Emperor Septimus Severus, after eighty years spent in the service of the Lord. The imperial decrees renewing the persecutions arrived at Lyons at the time of the celebration of Severus' tenth year of reign; the pagans found amid the celebrations an opportunity to take vengeance on the Christians, who refused to participate in the debaucheries which accompanied these feastings. Assassins armed with daggers, stones and knives filled the city with blood, and thousands of Christians won, with their bishop, the crown they had always admired as the greatest glory God could grant His servants.

Police brutality a serious concern in Cambodia, says rights monitor

Phnom Penh:  Early this year, 23-year-old Nop Ry became a statistic – one young man among hundreds who report having faced police abuse or torture while being arrested or imprisoned in Cambodia.

In a case study set to coincide with today’s International Day in Support of Victims of Torture, Cambodian rights group Licadho notes that “levels of torture and ill-treatment in Cambodia remain high, that avenues for complaint are limited and that those responsible for abuse are rarely punished”.

In Ry’s case, that allegedly translated to brutal punishment at the hands of a vindictive police officer in the country’s remote, northeastern Ratanakkiri province. After confronting the officer during a wedding party for having beaten him up in the past, Ry said he was rapidly cuffed and pulled outside.

“After being handcuffed, police tortured me by repeatedly kicking, punching, and pulling with force to put me on their parked motorbike. I was taken to be detained at the commune police station where the police committed worse violence on me,” Ry said on Tuesday.

“They stripped off my clothes, just leaving me in underwear, and tied both my arms behind my back with hammock ropes. More critically, they shackled my leg to a table at the police station. They beat and pushed me against the wall, and then repeatedly poured water and beer on my head.”

Two friends who witnessed the arrest followed him to the station where their attempts to intervene further enraged the officers, said Ry.

The vindictive policeman “ran at [the men], punching their mouths repeatedly. They both received the same torture like me: they were stripped, and had their arms tied back with hammock ropes while each leg was shackled.”

The officers continued showering the men with blows and insults for hours, at times threatening to urinate on the pair, according to Ry. In the end, they were released the next morning only because a group of reporters came by the station to inquire about the incident.

Over the past six-and-a-half years, Licadho has received more than 500 “detailed allegations of torture or ill-treatment by officials in Cambodian police stations and prisons” among the 11,000 prisoners and recently released inmates its monitors have interviewed. During the first four months of this year alone, the group received 49 allegations of abuse and torture.

Given that many interviews take place inside the prison, often under the watchful eye of guards, the number is likely far higher, according to the group.

“Licadho's records show that most of those who reported brutality by police or prison officials since 2008 described being beaten, kicked, slapped or punched, often until they were bleeding and unconscious. Many were beaten all over the body including on the head and neck. Some had their heads smashed against walls,” the report notes.

Cambodian Center for Human Rights executive director, Chak Sopheap, said institutionalized police abuse had a long reach.

“If you look at the kind of cruel treatment or punishment, not necessarily in prison, but in the January [garment strikers] crackdown for example – you see many people beaten who were arrested,” she said.

Sopheap pointed to the case of 23 unionists, NGO workers, strikers and bystanders who were arrested in the capital during two days of violence in January and spent nearly a week in secret custody far from Phnom Penh. The group spent five months in jail before being found guilty of committing violence but were released last month.

“They, too, were beaten quite cruelly,” she said.

Over the years, abuse has shown little signs of abating. Seven years after signing a UN protocol against torture, the government has failed to set up a required independent body for monitoring abuse in prisons. A committee established in its place – made up by government officials from different ministries – “has done very little of actual substance”, Licadho reports. “There has been very little change in the proportion of those reporting abuse over recent years.”

Council of Ministers spokesman Phay Siphan stressed that the government has “no such policy to torture anyone,” but said they were not ignorant of the problems within the penal system.

“We do not encourage the people who work in that environment in the prison to respond with violence or torture. It might happen, not in general but in particular cases,” he said. “We understand that a change in mindset is needed.”

But Siphan took umbrage at the report’s claim that the situation had failed to improve.

“We’ve improved a lot," he said "We’ve tried to build new correction centers; separate the worst guys away from the crowd,” he said. “There’s a prisons committee that reviews the cases" alleging abuse and "we try our best to control that, with law and order". But the Licadho report suggests that frequently police abuse goes hand-in-hand with the troubled judiciary.

“Many of those interviewed said that they were beaten in order to force them to confess or pay money to their abusers. Those who cannot read Khmer were forced to thumbprint confessions they did not understand,” the report explains.

Confessions are frequently used by judges as the sole guide when adjudicating a case. At times this has aided stunningly unjust decisions.

In 2004, two innocent men were arrested for the slaying of unionist Chea Vichea. Police quickly extracted a confession from Born Samnang, who thumb-printed a statement saying he was the killer.

Though Samnang immediately retract the claim – telling reporters and the court he had been beaten until he signed – the “confession” remained a cornerstone in the case against him and Sok Sam Oeun. Both men were found guilty and sentenced to 20 years in prison, a ruling that was overturned by the Supreme Court last September.

In Samnang’s case, the confession came during the early hours of police custody.

“The treatment of detainees in Cambodia’s police stations is of particular concern because the law does not permit a suspect to speak to a lawyer or family member during the first 24 hours of custody and detainees are rarely informed of their rights upon arrest,” Licadho's report notes. “It is during this initial period that confessions are usually extracted, often under duress.

Once in prison, abuse appears to abate – though not entirely.

Those in prison report premeditated violence at the hands of both guards and other prisoners – particularly those working at the behest of officials. Inmates note that they have been beaten up for complaining about poor treatment, and prison conditions, and threatened against reporting the abuse.

“In contrast to the stark, short-lived and sometimes random brutality meted out in police custody, abuse in prison is more likely to be sustained, targeted and premeditated,” the report notes, adding that though the figures are smaller than that of abuse during police custody, “inmates are less likely to complain of abuse when it occurred in the place in which they are still held and when they are still under the control of their abusers.”

Punitive measures against abusers are rare, with the authors noting that they are “not aware of any successful prosecutions of law enforcement officials for torture related crimes in recent years”.

Even when complaints are filed, they appear rarely taken up.

In Ry’s case, he and his friends filed a complaint with the provincial court shortly after their detention. They have yet to hear a reply.

“I still remember this brutal torture,” Ry said. “I want to see the end of torture by police against anyone. I was innocent, but they beat up my friends and me so cruelly.”

Tokyo:  Japan hanged a man on Thursday, the nation's first execution this year, and the ninth since the conservative government of Shinzo Abe came to power in December 2012.

Masanori Kawasaki, 68, was convicted of stabbing three people to death -- including a three-year-old girl - as they slept, after breaking into their house in Kagawa, western Japan, in 2007.

"It was an extremely cruel case," Justice Minister Sadakazu Tanigaki told reporters. "I ordered the execution after prudent consideration," he said.

Apart from the United States, Japan is the only major industrialised democracy to use capital punishment.

Surveys have showed the death penalty has overwhelming public support despite repeated protests from European governments and human rights groups.

Separately, another death-row inmate, 60, died in prison of acute respiratory failure on Thursday, local media reported.

Shigeo Okazaki, a former police officer, was sentenced to death in 2004 after he kidnapped and killed two people in 1986 and 1989, Jiji Press said.

Japan now has 129 inmates on death row, according to local media.

Tokyo did not execute anyone in 2011, the first full year in nearly two decades without an execution amid muted debate on the rights and wrongs of the practice.

But in March 2012 it abruptly resumed its use of capital punishment, dispatching three multiple murderers.

International advocacy groups say Japan's system is cruel because inmates can wait for their executions for many years in solitary confinement and are only told of their impending death a few hours ahead of time.

There have also been a number of high-profile miscarriages of justice exposed in recent years, including Iwao Hakamada, who was released from jail earlier this year, aged 78, after decades on death row for a multiple murder he did not commit.

Hakamada, who was believed to be the world's longest-serving death row inmate, was the victim of a flawed investigation in which evidence was fabricated.

Manila:  Philippine President Benigno Aquino held a surprise meeting in Japan with the country's top Muslim rebel to address growing concerns over delays in implementing a peace deal, their aides said Thursday.

The meeting took place Tuesday on the sidelines of a peace conference in Hiroshima where Aquino and Moro Islamic Liberation Front (MILF) chairman Murad Ebrahim were guests, presidential spokesman Edwin Lacierda said.

A rebel spokesman said the MILF sought the meeting to raise concerns over delays in impleting an accord signed in March, after a draft law that is crucial for a final peace was not passed by Congress this month as planned.

Lacierda divulged few details of the meeting, other than it was a 15-minute encounter and that they talked about the planned law that would create an autonomous Muslim region in the southern Philippines.

"It is safe to assume that the draft Bangsamoro Basic Law was discussed," Lacierda said.

Muslim rebels have been battling for independence or autonomy in the southern islands of the mainly Catholic Philippines since the 1970s, with the conflict claiming tens of thousands of lives.

The MILF, with 10,000 armed followers, is the biggest rebel group and its signing of the accord has raised hopes of an enduring peace in the south, despite other breakaway groups still vowing to fight.

The pact made the MILF and the government partners in a plan to create the autonomous region by mid-2016, when Aquino is required by the constitution to stand down.

A commission composed of rebel and government nominees drafted a "basic law" for the autonomous region, and it was submitted to Aquino in April as part of a timeframe to have Congress pass it by June.

Aquino, however, is still reviewing the planned law. His aides have said this is because he wants to ensure it withstands scrutiny of the legislative body.

MILF deputy chief Ghazali Jaafar said Thursday Murad had sought out the meeting to "express our concerns over the delays", and had been partly appeased by Aquino's response.

"We accepted explanations given, but any further delays could impact on the full ratification of the deal," Jaafar said, while emphasising MILF fighters remained "deeply concerned" about the slowdown.

He said Aquino must marshall his allies in Congress to pass the law this year.

Aquino, in his Tuesday speech before meeting Murad, highlighted a similar encounter between the two in Japan in 2011 that built momentum in the peace process.

"Trust was established between brothers, and a genuine dialogue was possible," Aquino said.

Cantral African Republic:  A bishop from the Central African Republic has revealed that he was saved from being beheaded by Islamists in April after one of their number intervened to save him.

Bishop Nestor-D�sir� Nongo-Aziagbia from Bossangoa had been kidnapped along with three priests by the Seleka militant group and told he would be executed.

He described the commanding officer who stepped in to stop their execution as being “a good man with a good conscience”.

The Seleka group, which is comprised of members of the Muslim minority but also mercenaries from Chad and Sudan, seized power in the country in March last year, triggering a wave of violence. With the government and army unable to control the country, Seleka has been fighting a largely Christian militia, the Anti-Balaka, although religious leaders of all denomination insist that the conflict is not about faith.


Bishop Nongo-Aziagbia told The Catholic?Herald: “I knew the people who kidnapped me, and as they led me to their base they gave me their reasons why I was kidnapped and they told me what they were going to do to me, they were going to kill me. I was with three of my priests and the feeling I had was guilt, not for myself but my priests who were willing to be killed.”

After the men had accused him of chronicling Seleka atrocities and organising the resistance, he was told he would be killed.

“Thanks be to God on the way one of the commanding officers did not agree with that plan. He was the one who stopped our car and watched over me and our priests over the night and made sure we were released the following day,” the bishop said. “What I understood from what he told me was that his elder brother is from the town where I was kidnapped and he called him and told him not to harm us. He had a good conscience and listened to his elder brother.”

The 44-year-old bishop was in London this week to meet Cardinal Vincent Nichols and members of Parliament, and to ask for Britain to help ensure that UN resolutions providing peacekeepers and other security measures are implemented. He also said he hoped the British government would help with development once security was established.

During the worst stages of the fighting last year the bishop’s compound was sheltering more than 45,000 people. Most of them were women and children as the men had fled from militias likely to kill them.

The bishop thanked organisations including Cafod, which helped feed the people in the compound.

“Their number has decreased because we have done a lot of work, and humanitarian organisations helped the displaced people.” He said only 200 people were left in the compound.

But he said the situation was still desperate. “People continue to be killed every day, villages burned down, people are targeted as animals. That is what I condemn and criticise. The state of security in the country is horrible. Actions should be taken to establish a state of security, but Central Africa has never been at the minds of people at the international level. Some timid actions have happened but it’s never mobilised the international community.”

Asked what the faithful in Britain could do, the bishop said: “We really rely upon their prayers, their prayers will sustain us not to lose hope, their prayers will encourage us to keep on fighting for justice. To give heed to hatred and revenge but to stick to the Gospel of love we received from Jesus Christ. Most of our religious infrastructure has been completely destroyed – presbyteries, churches, clinics, schools. We stand in need of financial help to rebuild these structures, and through Cafod, to help people’s capacity to care for themselves. That will be highly appreciated.”

Italy:  The Catholic Church in Italy is facing an embarrassing scandal after the arrest of a priest accused of demanding sexual favors from immigrants seeking political asylum in Sicily.

The Rev. Sergio Librizzi, who was also the director of the Catholic charity Caritas in the Sicilian city of Trapani, was arrested at his parish on Tuesday (June 24) as he was preparing for Mass.

Prosecutors charge that Librizzi sought sexual favors from newly arrived migrants fleeing the Middle East and Africa in exchange for help with residency visas, as well as from the poor who sought help from the charity.

The priest’s arrest is particularly embarrassing for the church given Pope Francis’ strong stand in support of the immigrants flooding the area. Soon after his election last year, Francis’ first pastoral visit outside Rome was to the island of Lampedusa, near Sicily, where he called for greater solidarity and an end to the “global indifference” over refugees.

There has been a surge in refugees fleeing conflict and poverty in Syria, Iraq and other countries. Last month, the Italian government said the number of refugees and other migrants reaching its shores had risen to more than 39,000 in the first half of 2014.

After Librizzi’s arrest, Bishop Pietro Maria Fragnelli suspended Librizzi and expressed his “shock and dismay” at the priest’s alleged wrongdoing.

“We express our firm condemnation of serious and reprehensible behavior, unacceptable not only because it may be a crime but because it offends the dignity of human beings and seriously damages the dignity of priestly service,” Fragnelli said in a statement.

“We also express our sympathy and Christian solidarity for the victims of such behavior: We know that the Christian community is with them and pray that God will soothe their wounds.”

Librizzi is accused of at least 10 episodes of sexual violence against immigrants since 2009, and he also faces charges of embezzlement after the alleged discovery of 10,000 euros ($13,600 ) inside his church. Investigators say they plan to rely on witnesses and wiretaps in their case against him.

“The sexual crimes relate to a number of subjects, both underage and adults, all non-EU citizens with whom the priest was in contact through his position within Caritas,” prosecutor Marcello Viola told the media. “He forced young people through sexual favors, through pressure, using his senior role.”

The deadline for implementing the National Food Security Act was on July 4.

 

New Delhi:  The state governments have been given three months to implement the Food Security Act that seeks to provide the right to highly subsidised foodgrain to nearly two-third of the population, Minister of Consumer Affairs, Food and Public Distribution Ram Vilas Paswan said Thursday.

“The government has decided to extend the deadline by three months,” Paswan told reporters here.

The deadline for implementing the National Food Security Act was on July 4.

The National Food Security Act, passed during the UPA government's tenure, seeks to provide highly subsidised foodgrain to the poor. It has been so far been implemented, partially or fully, only in 11 of the country's 29 states only.

“In a letter written to chief ministers of those states, where the National Food Security Act is yet to be implemented, the union food minister has requested action for its implementation in next three months,” a statement released by the food ministry said.

The National Food Security Act entitles every poor person to get at least 5 kg of foodgrain per month at highly subsidised prices.

Paswan said the effective implementation of the Act “would protect the poor from the increase in market prices of food articles, especially wheat and rice".

Paswan also said the federal government has decided to convened a conference of state food ministers July 4 in the national capital to discuss measures to check inflation.

“The government has taken a serious note of recent increase in market prices of some of the food articles,” Paswan said.

“It would take stern action, jointly with state governments, to check all such unreasonable hike as there is enough stocks of foodgrains and other essential commodities in the country,” he said.

Finance Minister Arun Jaitley will chair the conference.

New Delhi:  Think tank Centre for Social Research (CSR) Wednesday urged the government to create "one-stop women protection centres" across the country, where victims get complete relief and are not sent away to different locations.

It said the government funds meant for women and lying neglected should be used to set up these protection centres in the 100 most violence-prone districts.

"Several central government funds earmarked for women and child development are gathering dust. The government must at least ensure that the Nirbhaya Fund is effectively utilised by setting up one-stop women protection centres where victims can seek complete relief in all forms and are not sent away to different locations and agencies to fend for themselves," said CSR director Ranjana Kumari.

Women protection centres were described by the think tank as safe spaces for women where temporary shelter, free legal aid, medical relief and psycho-social counselling services are provided to women in distress.

"These are meant to serve as a single window system for resolving all cases of violence against women," she said.

According to the National Crime Records Bureau, 2,44,270 incidents of crime against women were reported in the country in 2012 as compared to 2,28,650 in 2011 - an increase of 6.4 percent in 2012 and 24.7 percent over the year 2008.

These crimes have continuously increased during 2008-2012, with 1,95,856 cases in 2008.

Further, 36,622 cases of crimes against women were reported from 53 major cities of India during 2012, compared to 33,789 cases in 2011.

Some of the most unsafe cities for women were Delhi - which ranks first in the list of 35 cities reporting the highest number of rape cases (514 rape cases in 2011), Gurgaon, Hyderabad (with 157 cases of molestation in 2011), Bangalore and Kolkata, it said.

The exposition would be held from November 22 to January 4, 2015.

 

Panaji:  Over 5 million devotees from across the world are expected to attend the exposition of holy relics of St Francis Xavier, which is scheduled later this year.

"Over 5 million tourists are expected to arrive for the exposition. For the last exposition held ten years back, 3 million tourists had arrived. The church is gearing up to hold this important event," Fr. Alfred Vaz, the Chief organizer of the exposition, told reporters yesterday.

He was addressing reporters on the sidelines of the launching of a website for the decennial event.

Meanwhile, Archbishop Filipe Neri Ferrao of Goa has ruled out the possibility of Pope Francis visiting India for the event.

"The Vatican authorities have informed us that it would not be possible for the Pope to visit India," he said.

The exposition would be held from November 22 to January 4, 2015.

St Francis Xavier was born in Spain on April 7, 1506 and arrived in the coastal state, then a Portuguese colony, on May 6, 1542.

His missionary work took him across Asia over the next 10 years.

He died on December 3, 1552, on Sancian Island, China.

His remains were first laid to rest in Portuguese Malacca (present day northern Malaysia), but two years later, they were moved to the Portuguese colony at Goa and installed in the Basilica of Bom Jesus, near Panaji.
